You cannot create Cluster directly from host.

You need to have vcenter to create cluster.

vSphere 6.7 further extends the capabilities of the vSphere Client and will eventually replace the vSphere Web Client.

Create Clusters  : 6,.7 doc also provides below steps .

But I tried with webclient as well it is same as earlier, please see below screen shot :

Thanks for fast answer. I want to create cluster directly on ESXi server via web clinet access, without vCenter installation. Is it possible?

And, which version of the vSphere Client I need to install, when I have access to the host server only via the web client?

"You create a new and empty cluster, and enable services to work with that cluster by using the vSphere Client"

For you to create a cluster you need a vcenter.

You are connected directly to a host.

Check if the following VMware KB article helps:  vSphere Documentation Center

Connect vSphere Client to vCenter Server using an account with cluster administrator permissions.

It's not possible to create cluster on esxi. you should have vCenter server or appliance without it you can not create cluster and you should have at least two esxi hosts.

Thanks
