VMware Fusion 11 / Mojave - second RAW disk for BootCamp VM stopped mounting or able to configure: Unable to create the source raw disk: Resource deadlock avoided (720905)

For a number of years I have a Bootcamp disk and data disk on my Mac Pro. The second disk was added to the VM after setting up with RawDiskCreator.

This stopped working with an error: Unable to run: Resource deadlock avoided

RawDiskCreator does the same: Unable to create the source raw disk: Resource deadlock avoided (720905).

Any ideas how to fix this.

It starter after Paragon NTFS for macOS was installed, but I have uninstalled that.

I have provided Full Disk Access under Mojave for VMware and VMware10.

Giving it explicitly to RawDiskCreator fixes that. Sudo also does.

VMware Fusion 10 works, 11 still has the issue.

I disabled SIP but that has not impact.
