Failed to run vdcpromo on new vCenter 6.7 deployment

I'm trying to install a new embedded vCenter 6.7 VM but I get the Failed to run vdcpromo error then I get the VCSServiceManager failed error code 1603. Is there a fix to this issue?

Don't install vCenter on Windows and the problem won't exist. There is basically no reason whatsoever to deploy a new vCenter on Windows Server at this point because this is the last release.

Not true.  I just got the same exact error deploying the vCenter appliance with internal PSC.

There's clearly a problem with the deployment in that case. Post details if you want to try and solve it.
