Web or SSH access to the NSX mgr (access denied)

First of all, thanks for your time and knowledge!

I created a local account from vCenter (test1@vsphere.local) and able to assign a NSX Enterprise Administrator role meaning that from the vSphere web, test1@vsphere.local is able to login and manage all NSX complements (Please see below screenshot). However, when I tried to access the NSX manager itself through web or SSH, "test1" did not work. I tried test1@vsphere.local as ID just like I used to use for vSphere Web Client, NSX manager did not take my credential. Am I missing something? Is there another section that I need to enable to give an access of NSX manager web or SSH? By the way, I am able to access NSX manager web and SSH through admin which I created while I built a NSX manager.

The SSO user roles only provide privileges for the UI and in 6.4 also the API.  Initially only the "admin" account will have CLI access but you can create additional CLI users by following the steps in part 1 of the Create a User with Web Interface Access Using CLI section of the admin guide.
