You will be more likely to get a response from the community if you can explain in more detail what The program is, what Vulkan is, and why The program needs it.
The version of VMware Workstaion, the host operating system, and the guest operating system would also be helpful.
No need to answer, if you do not even know the technology of the Vulkan or write that you do not know

At the moment there has never been a mention of official support for Vulkan, so I'm pretty sure that there is no official support yet.
So far I have not even seen anybody ask it here at the forums either, you are the first AFAIK (yay!)
The wikipedia page mentions that it should work on all graphics adapters that support OpenGL ES 3.1 or OpenGL 4.x and up.
Not sure if that's indeed correct.
I think the best chance of this working is going to be in the preview release.
as that has the latest updates to the graphics stack.
If you want to test and see if it works, then test with a recent OS, latest virtual hardware and 3D enabled.
In your case I would also ask at that forum again to see if there's an official statement on support for Vulkan.
