How to specify the vcenter licence through a command line inside the vCenter Server for Windows ?
(for the moment, I'm not able to start the vCenter services entirely , an other issue is open for that ...)

The vCenter Server Services should start even with a missing (or expired) license.
So just try to fix all of your other issues and then change the License inside the vSphere Webclient (under -> Administration -> Licensing).
If you have a expired license, there will be a big yellow window on the top of your Webclient

The problem is fixed with the help of Dell Support, with the good values.
