vCOPS to vROPs - Licensing

We have vSphere with Operations Management 6 Enterprise Plus.  We are migrating to vCSA 6.5 and Esxi 6.5.

As for vCenter Operations Manager - what are our options?

Does our license allow us to migrate to vROPS 6.6.1 (2 step to 6.3.1 first)?
