Fooling around with some Windows 10 stuff; ended up testing a file push from the manager.
Turns out the file only has local administrators and system. Can't say i'm all that familiar with the Update Writable function but seemingly the file should pick up inheritance. Configuring permissions on the file itself before zipping has no effect.
Not sure if i'm missing something. Would appreciate some insight.
