Sorry for one more request from me on start tiles persistence issue.
We have one old VDI environment which is running win10 and UEM 9.1, I am trying to find is there a way to persist shortcut pinned to start as tiles?

no problem, we all are here as fascinated to help/respond for new requests
On this request, as per my knowledge, pin to start will store in windows database located at "%USERPROFILE%\AppData\Local\TileDataLayer"
But please start with it and let us know your feedback here or some one can keep more light on it.
Steps:
1) create one custom application profile in UEM manager and name it as "tiles on start or any other name"
2) add this key under import and expert tab
[Includefoldertrees]
<localAppData>\TileDataLayer
3) save

Depends on what version of Windows 10 you are running.
For 1609 or older, use the method from this blog, requiring a logoff powershell script and an .INI.

For 1703 or newer, use this KB, only requiring an .INI file

Did you know I am using 1607? because the entrée "<localAppData>\TileDataLayer" is related to Database
