We have central site having the following components
1. vsphere 6.5 U1 - 5 ESXi hosts (1 ESXi cluster)
We have also the following remote sites
8 Remote sites & Branch office will be connected via WAN (MPLS)
each remote sites will be having 3 ESXi hosts in a cluster. The total number of VMs will be less than 25 VMs hence we are planning to give vSphere ROBO.
Can the vCenter in the Central Site can manage all the 8 Remote sites in the single pane of console??? if yes what is the minimum network bandwidth required to manage Branch ESXi hosts cluster? Kindly advise.

You can manage all ESXi hosts licensed as ROBO from single vcenter server. There is no restriction here AFAIK.
Keep in mind that using NAT between ESXi and VC is not supported VMware Knowledge Base
