I have been using Update Manager for a long time to patch and upgrade my ESXi-hosts, I have never had problems with this. But now this is not working anymore, I do as follows:
How can I debug this?

Did you already check the Update Manager log file, to see whether it contains useful hints?

You may also want to check whether the packages (especially 3rd party vibs) in the baseline are still available for download.

Seems like you need to reset the VUM Postgres database

Please explain how you come to conclusion that VUM Postgres database need reset? We don't even know if this VUM is on windows or VCSA.
