I have HA enabled cluster for 5 hosts, out of thoses on 1 ESXi I have my vcenter virtual machine hosted, I want to know if my vcenter VM goes down will HA come into action and will reboot it on a other host in the cluster, how exactly will it happen?

I have HA enabled cluster for 5 hosts, out of thoses on 1 ESXi I have my vcenter virtual machine hosted, I want to know if my vcenter VM goes down will HA come into action and will reboot it on a other host in the cluster? how exactly will it happen?

Yes, HA will restart the vCenter VM and any others running on the failed host. HA is able to restart VMs without vCenter's availability. Check the vSphere Documentation for more information if you require it.

Just to clarify, in order for HA to be able to restart a VM on another host, the VM has to be stored on shared storage.
