all external drives corrupt permissions?

good evening all

really weird one here all external drives show "permission denied" error. Happening across 3 separate hosts with local disks on 6 VM's all windows server 2008 to 2012 R2. This happens even if i add a complete new disk, as straight as its formatted in disk manager (as domain or local admin and ive taken the VM off the domain)

doesn't affect C: drive just every external disk

am I going mad? tried restarting vcenter server, vm's and hosts. I thought this was a ransomware but its happening on all drives and in disk manager i can still see the data is there.

At what stage does the permission denied error appear? Is this after running for awhile?  Has there been any GPO or user changes?  What is the backing storage type for these VM's?
