Hi,

From what I know, you can order the Cloud subscription either through VMware/Reseller/MSP partner. After your order (Horizon Cloud Licenses) has been placed and processed you will get a URL where you can get access to the control pane and connect your Horizon Cloud tenant towards your Azure Subscription.
