I upgraded VMware fusion from 8.5.8 to 10.0.1, and I started macOS Hifh sierra 10.13 (it ihas been used on VMware 8.5.8 and works OK) on it.
1) Screen on 8.5.8
(This is on VMware 8.5.8)
2) Screen after upgrading to 10.0.1 (before updating VMware tools)
(This is on VMware 10.0.1)
But after installing VMware tool (10.1.16) the screen setting became abnormal as attached snapshot!
3) Afrer installing VMware tools (10.1.6)
The display settins is as follows;
4) setting of display
By changing to "display default", it become the normal screen;
5) Setting change to display default.
But after restaring or turning on the guest OS, the screen become the same screen as the above snapshot 3)!!
So I can not use macOS High sierra on VMware 10.0.1 and VMware tool 10.1.16 !!!
During the Tools update process are you also updating the hardware version? What hardware version was the VM on before this process?
What do you mean the hardware version of the VM? I just installed VM tools!

It's a feature (an annoying one)
It looks like that you are running your VM in a window and not full screen.
In Fusion menu, go to -> Preferences -> Display and make sure that for "Single Window" it is not set to "Resize the Virtual Machine and the Window"
instead change it to stretch:
If that still doesn't help then note that you can also set this per virtual machine.
The default is that it uses the global settings, but your VM might have this setting changed.
Under VM menu -> Settings -> Display ->
There's a similar set of settings like the above down there.
