Has the logs been reviewed when the VMRC does not start? Any error messages? Please review the log location to possibly shed more light on the issue. For more information, see Accessing VMRC Log Files .

Is the 10.0.1 download no longer available?

I'm running the same, 10.12.6 and VMRC 10.0.1 setup. the VMRC doesn't do anything by itself, Launch a web browser, I used Chrome, we have a vCenter server to which we connect. That opens the vSphere Client window (using html5, not flash). Select a virtual host and double click on the console window just below the Summary tab. I was prompted on what application to use, I navigated to the applications folder and chose the VMware Remote Console (VMRC), that took me right into the console that I was looking for, there is a dearth of info and this process. In essence, the VMRC is a plug-in or a helper app which runs inside a web browser, I haven't tried Safari or Firefox at this time as I just got this working about 30 minutes ago. I need to make this work on a PC as well.

WentaoWu, did the suggestions here help? Can you click a "Launch Remote Console" link in the vCenter web client and open the console?
