Reserved RAM vs actual used RAM

Having a brain freeze day. 

If I have no reservations set, and 5 VM's with 20GB RAM allocated each, I understand the 'minimum' points will be based on 5 x 10GB (50%). 

What if these VM's are all highly active and using all their allocated RAM?  Does the usage meter ignore that and still calculate based on the minimum 50% of allocation, or does it look and work out the actual active RAM being burned on the host at that time (again with no administrative reservation set)?

The minimum should be 50% and any usage above that should be calculated based on actual usage from what I have read.

The usage meter will look at the VM configuration allocated memory and will calculatie 50% if no reservation is set. So it can use all memory, but it will not be calculated fully.
