Virtual machine memory usage

I am running ESXI 6.5 and have a PCI USB3 card enabled for pass-through to a VM I use to run Veeam backup.  The VM has all it's memory reserved because of the pass-through.  I'm constantly getting Virtual machine memory usage alarms for this VM.  It isn't heavily using the memory though.  Any suggestions?

I ran into a similar issue where quite a few VMs started barking about memory usage.  I ended up upgrading the virtual hardware and VMware Tools.  That seemed to resolve the issue.

Unfortunately I've already done that and the issue persists.
