I am looking for a software or script which can give me over provisioned vms in my environment.
i dont have vrealize and operation manager installed. so anything else ?

VCheck is an awesome free script that does a great job inventorying your environment. If you check out Rob Nelson's blog, he shows how to take the script it to run weekly and get a weekly report. Very useful.

You can also install vROps for 60 days under the free license usage. This could also help you discover a few more things in the environment.

Could you please be specific which plugin. because i am already running vcheck everyday and it is not having what i want.
i can find only this VMs with over $vCPU vCPUs plugin and this is only showing those vms which are having more than X number of vcpus. there are couple of other i.e ballooning, CPURDY plugins which can help me to determine the problem but not over allocated vms.

There is no single plugin that could identify an over provisioned VM.
Toms over provisioned VM can be Lucys right sized VM or Jims under provisioned VM.
So typically you define an "over provisioned" VM by several parameters.
Useful plugins are:
- number of vCPUs = all VMs using more than 2vCPUs (for example)
- Memory usage = all VMs that never use more than 50% of their provisioned RAM
- Diskusage = every VM that has a vmdk with less than 25% of space used
- and so on.
You check all VMs for these parameters and then define "over provisioned" VM according to your environment
