what is the best way and easiest to create an Exchange Mailbox for a new user with VMWare Orchestrator?

"Best" is highly subjective and depends wholly on your wishes and setup. Easiest, seeing as how there's no vRO plug-in for Exchange, is probably to run a PowerShell script with vRO that creates it on the Exchange server.
