FWIW, had the same behaviour with Windows 10 versions up to the latest release version (1703). Although latest release version is way less choppy than earlier Windows 10 versions. However, latest insider previews work as expected (not choppy). As you I actually avoided full resolution mode because of the problem you describe. With latest Windows 10 insider preview versions I have now changed to turn on Automatically adjust user interface size in the virtual machine. Scale factor in Windows is set to 400% in my case.
Interesting find. Though if you compare that to Parallels which didn't had this problem since the initial build of Windows 10 when using scaled retina resolution within a VM, you can't help but make comparisons. You would think the way Fusion implements graphic calls would have caused it.
Having said that, it does look like the latest Tech Preview does alleviate this issue somewhat, but still has the issue of making the VM choppy after running for a long time or resuming after suspending.
Adding in that this problem is especially noticeable with Outlook and Microsoft Edge - I was using Outlook 2016 but I assume 2013 will be problematic as well, considering they both use hardware graphic acceleration. Trying to browse around Outlook or Microsoft Edge results in freezes for couple seconds before it will show where I browsed.
