Does Manually Powering Off / Shutting Down a VM Ignore the HA / VM Monitoring Config?

I've never been sure of the answer to this posts subject so I thought I'd better ask.

So for example there's a two host cluster, HA is enabled and VM Monitoring is set to 'VM Monitoring Only'. I Remote Desktop to a Windows server on host 'A' and tell it to shut down, it shuts down successfully and this is shown in the vSphere Client. At least five minutes have passed, so we're past the 'heartbeat' interval, however the intentionally shut down VM is still powered off.

Is this correct behaviour? Does manually shutting down a server/VM, with VMware Tools installed, say something specific to the host to ignore the HA settings?

VM Monitoring works for "unexpected" failures, so if you initiate a guest shutdown then it does nothing as it is "admin initiated". So the behaviour you see is correct.
