Looking at the log I saw there was an issue with trusting the root certificate.  I ran across this article VCSA 6.0: Replacing external-facing SSL certificates by CA signed certs and followed that process.

I still receive a rollback.  Is anyone else out there experiencing this?  How did you address this?

I found something very similar on another post.  vCenter 6.5 Appliance - replace VMCA Root Cert with Custom Signing and replace all Certs - Failure ...

Hopefully vMware support gets it resolved soon.
