Cannot Rename folder Windows 10 AppStack Open/Save Dialog

I am having an issue where if the user goes to File -> Open or File -> Save and creates a new folder, they are unable to rename the newly created folder, or rename any existing folders from within the dialog box.  This does not happen with Native Applications, only Apps that are deployed via App Stack.

1. Are AppStacks assigned to users or computers?

2. Is writable volumes attached?

I ended up rebuilding the Image which fixed the problem.
