vm cpu usage value

my user says redhat linux  usage %100 but i am checking it with vrealize . this vm is always usage cpu between %40 - %68 . User wants to add CPU to virtual machine . vm has 28 vcpu now. If the value in linux is correct or if vrealize is correct. Which is true. what should I do. Why is it different value ?

we have esxi 5.5 u2 and vcenter 5.5 u2

Hi,

This could be that use is looking at real-time cpu usage inside the host, and you are looking average usage over time in vrealize operations.

Can you post some screenshots?
