It is possible to enable EVC for a cluster with powered on VMs. However, you cannot select an EVC mode with less CPU features than the ones for the physical hosts while there are powered on VMs.
For a scenario where you have some hosts in the cluster, and want to add another host with a newer processor, it should work to enable EVC for the current CPU family, and then add the new host to the cluster.

Is it about enabling EVC on a cluster with powered on VMs, or is it about live migrating VMs in an EVC enabled cluster. Please clarify.
