in istanbul time zone change . is there any update for istanbul time for esxi 5.5 . or just ntp server is enough ?

You shouldn't have any issues with ESXi as it runs on UTC+0, i.e. it's the guest OSs which may require a patch.

The time you see in the vSphere Client's GUI is actually adjusted only within the client itself, based on the time zone settings of the system on which it runs.

so vmware has no update  time zone for all country. we must use just ntp server . right

Using an NTP server is what I recommend. Please note that the NTP server used must not be a VM running on the ESXi hosts!
