So long as it was authorised training, then yes.

The training required is dependent on the specific technology that you want to be a VCP in, as the DCV type is the most common you can check the training requirement here: VCP6-DCV Certification

Foundations is required. Think of the Foundation exam as your core exam and the DCV, CMA, DTM or NV are your elective. If you wish to achieve a VCP6-DCV you need the class, to pass the foundations exam and pass the VCP6-DCV exam.

if i make the foundation exam 2v0-620 now, how many time i have to make vcp6-dcv (2v0-621) before foundation expire?

There's no time limit - so the answer to your question is "for as long as the specific VCP elective exam (2V0-621) remains available"
