It looks like the agent isn't able to access the token file which should be /etc/epops/epops-token. Make sure the epops user has access to this file or you can try changing the agent to run as root following instructions here.
If neither of these work, what version of the agent are you running and how are you installing it - i.e. rpm or archive? It's been a while since I installed it, but I remember having permission issues with a few files. I was installing it on vCenter appliances so I ended up following the article above.
