Can't get parent VM to appear in list for clone

I've done this a half dozen times before and I can't figure out what I am missing.

Horizon 7, I've created a Windows 7 SP1 VM, I've run the VMWare optimization tool on it, i've installed vmware tools, and the horizon 7 agent on it.  I've joined it to the domain, activated windows.  Shut it down, created snapshot.

yet when i go to create a clone pool it doesn't show up as an available parent vm, even if i click the checkbox show all parent vm's it doesn't show up.  What silly thing did I forget to do ?

Are you trying to create an instant clone pool?  Instant Clone pools require hardware version 11.  Documentation for VMware Horizon 7 version 7.0

The gold image has to be a snapshot of it powered off.  If you are trying instant clones, when installing the view agent on the gold image, select "Instant Clone" in the load options.  THE SNAPSHOT STILL HAS TO BE OF AN OFF MACHINE.
