Docker Pull Error

Hi,

While running a Photon Minimal (running on my ESXi 6.0), I encountered the error "Layer already pulled by another client. Waiting." while trying to download images (including vmwarecna/nginx).  I tried restarting the Photon VM, and even create a new Photon VM.  The error still returned from time to time.

Any suggestion how to solve this problem?

are you facing this issue for all the images or specific image??
