it won't have impact on the running VMs but of course you will not be able to configure VMs, restart them, etc.

It also depends on how you are using vCenter, if for example are using Horizon View then no new desktops will be able to be provisioned.

Some VMware products depend on vCenter to function so the impact can vary but all virtual machines will remain up & running when vCenter goes offline. Even HA will continue to work.
The main products I'm thinking about which depend on vCenter are things like vCloud Director, vCOPs, vCAC etc - Mainly things which sit above vCenter and pick up their information from.

If vcenter fails.
1:-DRS will not work.
2:-HA works, but we can’t make changes.
3:-FT works for one failure.
4:-Dvswitch works, but we can’t make changes.
