At least I can't diagnose this from pictures. Check which fan is not running. You can clear off the amber light if this is from running with open chassis on the iLo. Any error could be marked as solved there usually.
But if really a fan is broken you can clear it off only by swapping the broken fan. Or just ignore the light as long as it's not red.
And for the iLo network port you may check rear side of server on the top roughly in the middle. See quickspecs of DL160 Gen6: HP ProLiant DL160 Generation 6 (QuickSpecs/c04286583.pdf)

I have found the problem, one of the cable holders was stucked into one of the fans. you can see it in the pictures. Now everything is fine!

Yes it is fully green all the time now
