VMtools.dll not available?

I am getting this error when I am trying to install SAP NW on my WS2012 server on a workstation.

Any suggestions? tried repairing the tools no use

i would try to uninstall the vmware tools, reboot and then re-install the tools.

Recreating the whole VM again, will update again.

IS vmtools.dll available on the system?

do you see some Errors in the Event Log?

Yes there is vmtools.dll, this is WS2012 x64

No errors are created in the event log.

I have no idea what I did, I just opened control panel and this started working.

I am totally lost.

maybe UAC from Microsoft? (run as Administrator...)
