I would like an answer to this too. I have 32 GB of RAM and I can't seem to start any VMs after applying Windows 8.1 updates today. There is absolutely no question I have enough free memory.

Your suggestion is one of the first things i found doing my googling, I gave it another shot since i reinstalled vmware just a few hours ago. When i start my 2nd VM i get this message at the moment the vm finishes the bootprocess and starts loading windows.
When i hit ok, the 2nd vm powers off, the other one is uneffected and continues to run.
I have tried adding these two lines to the config.ini file:
prefvmx.useRecommendedLockedMemSize = "FALSE"
prefvmx.minVmMemPct = "0"
Still getting the same error i posted above. Also tried 2 install Windows 7 32 bit without SP1 having the same outcome.
