Unable to stop network urn:uuid

I have a vCloud environment that had a power outage and now that it is recovered I have many vApps where the vshield edge device existed but was not in the vShield database.  I deleted the vShield edge device for a vApp so I could power down the vApp but the vApp is unable to stop with force stop or stop.  The error is "Unable to stop network "xxxxxx(urn:uuid:xxxxx)"  The network and the edge device is gone but it is impossible to power on or off the vApp.  It is in a partially running state yet nothing is running.  There is nothing in stranded items.   When I try to start I get "Batch update returned unexpected row count from update [0]; actual row count 0; expected: 1"

Basically something is in the database that needs to be purged but I do not know how to do it.  I have submitted a case but I need a quicker resolution than sitting on the phone for hours while someone tracks down the right vCloud resource.
