Which portal are people using?

I must say I am finding it really hard to figure out how I am supposed to - or even able to - publish my vCO workflows to non-admin users.

The webviews are great but deprecated. Unless I hear otherwise I must consider them to be a complete waste of time since they will go away in a later build.

The wavemaker fling looks cool but it doesn't work well with nontrivial workflows with morphing input fields etc.

vCAC is great but also really expensive, and total overkill as a frontend for some simple daily operations tasks.

So what is everyone doing? do you just keep it in the main GUI? vCAC perhaps?

That's correct.

vCAC is the first option of choice. It's official, supported, well tested.

Wavemaker is OK for smaller and simpler projects. It lacks the features and support of vCAC, but it's free. It is also good that it is an open source projects, so whatever is not working at the moment can be fixed and submitted by the community. I'd recommend filing an issue for any problems found (https://github.com/vmware/wavemaker_integration/issues/new), so they can be tracked at least.

Webviews are the least desirable approach. They are bound to very old, unstable and insecure versions of Tapestry and dojo, and that's the reason to be deprecated. There is no way to provide new version of webviews that would be backward compatible. So, upgrade of webviews would in no case be less intrusive than going to vCAC or Wavemaker.
