vCOPs 5.6 Analysis showing VM with high CPU contention but ESXTOP showing %RDY <0.20 and %CSTP 0%

Running ESXi 5.1 build 1065491 on a Dell R620 with (2) E5-2670 CPUs with (8) cores and (32) logical processors.

Running (1) CentOS 6.4 VM with (2) vSockets and (4) vCores for a total of (8) vCPU.

This is the ONLY VM running on this host, yet vCOPS is reporting that is has ~25% CPU contention while ESXTOP doesn't go above 0.20 on %RDY and CSTP% is always 0

I'm at a loss as to what is going on here. If the %RDY is consistently low, with a single VM running on a host with 4x the number of logical procs shouldn't vCOPS be showing a very very low % of CPU contention? Is this a bug, misconfiguration, misunderstanding?

Yes, that is odd - it should be low. Can you check what vCenter is reporting - in the end VCOPS is using that data.

5.6 is a bit old, why not upgrade to 5.7.2 or 5.8.1 ...
