We have the same error here. Although, we're seeing it from the App Director interface. I suspect it has to do with the account that App Director is using to login to vCAC... We're just playing with it, but does the service account need access to the Fabric Group, or maybe the Catalog Entitlements are wrong?
Figured this out... The account used to connect App Director to VCAC (within the App Director Cloud Provicders menu) has to be a Business Group Manager within VCAC.
