I am trying to upgrade vcenter 5.1 u1b to u1c but when i run the sso installation

wen prompted for the sso administrator password, it keeps saying

the passwod provided is wrong or empty.

but I am able to login to vsphere web client as admin@system-domain wih he same password.

any idea?

Did you change the admin@system-domain password? If yes, you need to use the "master" password which is the original password of admin@system-domain when you initially installed SSO.

You are entering the wrong SSO master password. Check this below link. If you remember the password, well and good you can go ahead with the upgradation.

Or you will have to reset the password and then proceed.

Do take a backup of your SSO DB before doing anything.
