In the Finder (Mac), right-click on the VMWare Fusion icon in the Applications folder and choose "Get Info". In the window that appears, somewhat near the top, look for a checkbox "Prevent App Nap". Check that option...it's possible that a core technology in Mavericks that attempts to save battery power is interfering with the smooth operation of Fusion.
