I just want to clarify that this is Workstation Technical Preview July installed on W8.
You want to run WS 8.1 on Windows 8 on a host with just 2 Gb RAM ???
I doubt you will enjoy that .. anyway - post the config.ini - it needs to be modified
I only have to run a single VM occasionally, so while its not ideal, it has worked so far (on windows 7).
c:\ProgramData\VMware\VMware Workstation\config.ini is below
.encoding = "windows-1252"
authd.client.port = "902"
authd.proxy.vim = "vmware-hostd:hostd-vmdb"
authd.proxy.nfc = "vmware-hostd:ha-nfc"
installerDefaults.autoSoftwareUpdateEnabled = "yes"
installerDefaults.autoSoftwareUpdateEnabled.epoch = "13032"
installerDefaults.componentDownloadEnabled = "yes"
installerDefaults.dataCollectionEnabled = "yes"
installerDefaults.dataCollectionEnabled.epoch = "13032"
prefvmx.min.VmMemPct = "25"
Add / edit this lines
prefvmx.useRecommendedLockedMemSize = "FALSE"
prefvmx.minVmMemPct = "0"
I added/modified those lines, and rebooted but no luck. Same problem when trying to power on the VM. I even dropped the vm down to 512MB ram. Is this a bug where workstation needs to be modified?
set the VM to use 32MB RAM only - can you power it on ?
No, same error, can't power on at 32mb ram.

Which build and flavor of Windows 8 are you running as the host? The July Tech Preview should be able to work without config.ini hackery, as long as your host actually has sufficient RAM.
Can you please post the vmware.log generated when you attempt to power on the VM?
I ended up installing 64-bit w8 replacing 32-bit w8 on the box as it was used mostly for that 1 VM, and remote desktop. This appeared to fix my issue as the VM successfully powers on now.
The workstation is an old hp compaq 5700 minitower with core2duo 6700.
I dont know if it was an issue with the OS install (bug), or an incompability with 32bit w8, but the vm is up and running now.
thank you for the help!
We have encountered this same problem in house and are looking into it.
