My name is Nir and I'm part of the Navigator beta team.
The licensing mechanism at Navigator is not enforcing, and therefore I doubt if the Pending message is related to the key you have entered.
From my experience, the message you are referring to appears right after deploying Navigator, and just before clicking the Start Discovery (Administration page); could that be the case?
If you've already started the discovery and still see this message, let me know and I'll guide you how to retrieve the Product Support Package, so we research this issue further.
Any chance you managed to check this issue? How does it work for you?
For me, the Infrastructure Navigator asset under licenses is not appearing

I've tryed uninstalling and redeploying, i've tried restarting the vSphere client web service, restarting vcenter, restaring VIN and still no luck...
For the both of you....
There are a few things to try if you already havent done so on top of what was stated above (bumping web client service and rebooting appliance).
1. If you have any health errors on your vcenter server they need to be cleared first (service errors, health errors, etc)
2. If you have an older vcenter converter installed aka 4.1 on your vcenter 5 box remove it!
3. Restart the vcenter services, all of them and then reboot the VIN box.
4. Make sure to open support case for this.
I am not sure if above will solve your issue but I was at a client a few days ago with same problem and they did above and worked!

I did all the steps suggestes.... Also reboot my VIN machine, restarted my vCenter service, restarted my Vcenter (scary !!) and still no luck
I can see the Navigator tab using the vSphere Web Client. I can also go to System Management > Navigator
Currently my vShepere client is Version 5.0.0 Build 455964, which is the latest availabe from VMware website
My VMware vCenter Server is Version 5.0.0 Build 455964
