Virtual Center stores all of its information either in an MS SQL Database of a SQL Express database stored locally - you can confirm where the data is stored by looking at System DSN in the ODBC  client - If the Virtual Center service is unable to connect to the database then the service will not start.

If you try to start the Virtual Center service manually what error do you get? It might flash up on the screem or will be placed in the Event log -
