As I know, acually no.

Only for VCP exam.

This is messed up for vmware not to offer retake discounts for vcap.

Why? The VCAPs are relatively new certifications, they're in demand and growing, but fairly elite at the same time. I think it's right that VMware run promotions on VCP from time to time, but not VCAP exams at this time. They might do something towards the end of life for the vSphere 4 exams...
