This may be a very stupid question but do you need ESX(i) to run VMware View?
I assume you need to build a cluster of some kind to host the virtual desktops and
I wonder if ESX(i) comes into play at all. Trying to determine future license requirements here.

Yes VMware view needs either ESX or ESX(i) to be installed and also a Virtual Center to be configured and cluster to be built with the ESX hosts added to the cluster.
Regarding the Lincense requirement for Vmware View 4.5
VMware View is still available in Enterprise and Premier Editions and can be purchased as a bundle or as an add-on for those who have existing vSphere licenses from a separate purchase (not part of a View bundle). With View 4.5, customers have an upgrade path available from View Enterprise and View Premier add-ons to full bundles. Key updates include:

You would need ESX or ESXi to host the virtual machines. You can view the installation needs in the install guide found here, http://www.vmware.com/support/pubs/view_pubs.html.
If you were using all physical machines or blades though you would not need ESX. Note: If when you buy View you get ESX/VC as part of the license for use with Desktops.
