I have tested the combinations of flash quality and throttling as offered by the VMware View Management Console.
As you can see in the graph below, PCoIP benefited the most (lowest throughput) from a configuration of [Low, Moderate] and [Medium, Disabled] for (Quality,Throughput) respectively.
The RDP traffic was improved with the settings of [Do Not Control, Aggressive] and [High, Aggressive]
Bottom line, it appears flash throttling and quality does work, however, only slightly and depending on which configuration is used.
The browser used was Firefox v3.6

Optimizations made for PCoIP included 10 frames per second, and 16 bit color.
Optimizations made for RDP included 16 bit color.
