Is it supported and possible to create a local repository?

Because we have servers which are not allowed internet access.

Hello,

Why not? You would need to download the packages somehow then use createrepo to create the yum repository local to your site. This is a fairly well understood Linux related process. I use local repositories of ESX images all the time actually for PXE boots/installs.
