Installing VDR, Cannot Connect to newly deployed VDR vApp

I have searched high and low and I'm receiving different errors when I try this different ways. But first, my setup:

vCenter Server 4.0.0 on Windows Server 2003 (x86) VM on a standalone (not managed by vCenter) ESX 4.0.0 host.

vSphere Client and Plugins all installed on the same vCenter Server VM.

I installed VDR off of the CD to version 1.0.0.65.

I deployed the OVF template off of the same CD to a new vm.

After deploying, I logged in to the VM console and changed the IP settings to a static address. I added some VM HDs of multiple types to test them all later. I checked these changes using IExplore (Firefox returns a google gwt error) to the web interface at port 5480 (https) using the default username and password. The VDR vApp is on the same subnet (not firewalls or NAT) as the vCenter Server and vSphere Client. I'm using RDP to connect to the Windows 2003 Server.

Where this breaks is when I click on the Appliance icon on the home page it says to use the Virtual Machine IP / Name to connect to the VDR Appliance.

When typing the IP address I get the error:

"Error: No such host is known. Please make sure that the Data Recovery Appliance is turned on." This is in the gray text area below the text box and "refresh" text link.

When typing the DNS hostname I get the error, in a popup error window:

Title: "Data Recovery Connection Error"

VMware Data Recovery could not find a matching Virtual Machine. The User may not have sufficient privileges".

This is shown when using the local administrator account which has all permissions available. This is the same result that appears when using a custom administrator user is used in vCenter. Do I need to create an admin / root account on the vdr vm? How can I fix this issue? The following discussion comes close but is not my problem:
