View composer build-161885 version didn't chnage from View 3.1.1. to view 3.1.2. Does this mean I don't need to upgrade view compose when upgrading from View 3.1.1 to 3.1.2?

Correct, the version of Composer hasn't changed in this point release and so doesn't need to be upgraded.
